Google Consent Mode tells Google tags what a visitor has agreed to, so they adjust how they collect data. Consent Mode v2 added two signals, ad_user_data and ad_personalization, to the original ad_storage and analytics_storage. Google requires these signals for advertisers who use audiences, remarketing or conversion measurement for visitors in the UK and the European Economic Area.
A common mistake is to install a cookie banner and assume the job is done. If the banner does not send all four signals to Google, or sends them after the tags have already fired, your remarketing lists stop filling and conversions go missing.
Every Google Analytics and Google Ads request carries the visitor’s consent state. gcs is the older, short form: G100 means advertising and analytics storage are both denied, G111 means both are granted. gcd is the longer v2 form and encodes all four signals with one letter each. This tool decodes both. The gcd letter codes are not published by Google in full, so the decoder follows the mapping documented by the analytics community.
In basic mode, Google tags do not load until the visitor accepts. In advanced mode, tags load straight away and send cookieless pings while consent is denied, which lets Google model some of the missing conversions. If this tool sees Google hits with a denied state, you are running advanced mode.
It is a technical check, not legal advice. It loads your page once from Google’s servers and does not click your banner, so it shows the state before a choice. It cannot confirm that the correct update is sent after “Accept” or “Reject”. Check that in Google Tag Manager preview mode. If your defaults depend on the visitor’s region, people in the UK or EU may see different behaviour from this test.

No. The tool cannot interact with your banner. Test updates in Google Tag Manager preview mode, where the Consent tab shows the state for every event.
Advertising storage and analytics storage are both denied. G111 means both are granted, G110 means advertising granted and analytics denied, and G101 the reverse.
Either your default really is granted everywhere, or you use region-specific defaults and the test location, Google’s servers, is treated as a region that does not need opt-in.
Google Consent Mode only controls Google tags. Other pixels need their own consent condition, such as an additional consent check in GTM or a trigger on your banner’s consent event.
