What Is a Measurement Plan?

A measurement plan is a short document that says what your business needs to know, which numbers answer those questions, and exactly what your website must track to produce those numbers. It is written before anyone opens Google Tag Manager. Without one, tracking grows by accident: events with unclear names, missing values, and conversions counted twice.

What does a tracking plan template contain?

  • Business questions and KPIs: for example “Which campaigns bring profitable sales?” answered by revenue and ROAS per campaign.
  • An event plan: every action to track, when it fires and how important it is.
  • Parameters: the details each event carries, such as value, currency and order ID.
  • Platform mapping: what each event is called on every ad platform you use.
  • User data and consent: which customer details may be sent, in what form, and with what permission.
  • Checklists: how to build it and how to test it.

Why use GA4 recommended event names?

Google publishes a list of recommended events such as purchase, add_to_cart, generate_lead and sign_up. When you use those exact names and parameters, GA4 fills its built-in ecommerce and lead reports. This generator uses recommended names wherever Google has one. Where it does not, for example a phone click or a booking, the plan says “Custom name” so you know the name is a sensible convention and not a Google standard.

Primary and secondary conversions in Google Ads

Google Ads bids towards primary conversion actions. Secondary actions are recorded for reporting but do not steer bidding. The plan marks the real business outcome, such as a purchase or a lead, as primary and earlier steps, such as add to cart, as secondary. That stops the bidding system from chasing easy actions that do not bring revenue.

What this tool cannot check

  • The plan is a starting template built from common setups for your business type. It is not generated from your website. The tool never looks at your site.
  • Your business may need extra events that a template cannot guess, such as a quote calculator, a store finder or a product configurator.
  • It does not install, test or verify any tracking. Following the plan still needs someone to build and check it.
  • Platform event names and settings change over time. Check each platform’s current help pages before you build.
  • The consent section is practical guidance, not legal advice.

Frequently Asked Questions About the Free Measurement Plan Generator

Is the measurement plan generator free?

Yes. It runs in your browser with no login. Your choices are not sent anywhere unless you choose to email the plan to yourself.

What is the difference between a measurement plan and a tracking plan?

People use both terms for the same document. Strictly, a measurement plan starts with business questions and KPIs, and a tracking plan lists the events and parameters. This tool gives you both in one file.

Does the tool look at my website?

No. It builds a template from the business type, platform and tools you select. It does not scan your site, so it cannot tell you what is already tracked.

Are the event names official?

GA4 names marked “GA4 recommended” come from Google’s recommended events list. Meta, TikTok, Pinterest and Snapchat names are those platforms’ standard events. For LinkedIn and Microsoft Ads the plan shows conversion types, because those platforms do not use fixed event names. Names marked “Custom name” are conventions, not standards.

Which events should I mark as key events in GA4?

Only the actions that mean real business value, such as a purchase, a submitted lead form, a booking or a trial start. The plan flags them. Marking too many events as key events makes conversion reports hard to read.

Do I need Consent Mode v2?

If you have visitors in the EU or UK and use Google Ads or GA4, yes. Tick the EU or UK option and the plan adds the consent banner, Consent Mode v2 and the consent tests.

What changes when I choose server-side tracking?

The plan adds a server-side GTM container, a Conversions API tag for each ad platform, an event_id on every conversion event for deduplication, and the tests to confirm browser and server events are counted once.

Can I use this plan for a client?

Yes. The Excel file is laid out for handover, with columns for owner and status. Review it first and add any events that are specific to the client’s business.

Is the plan enough to start tracking?

It tells you what to build and how to test it. Someone still has to build it in your website, Google Tag Manager and each ad platform, and then check the numbers against real orders or leads.
